Step 3: Remove the old packing
The figure shown here illustrates common valve packing removal tools. You can use the top one to stick its end in the packing material and try to drag it out. Sometimes it does not work very well because old packing tends to stick to the stuffing box.
The lower tool works a little better. You can screw its end into the old packing and then pull it out.
Step 4: Clean the packing area
Use a fine recommended emery cloth to clean the stem, the packing gland and the stuffing box.
