The figure provided here illustrates a high voltage transformer being built. Note the three sets of windings - one for each phase. Also notice two big leads attached to each of the winding sets - these leads are connected to the high voltage winding. The smaller leads - between the two big leads for each of the phases - are connected to the low voltage windings. There are six leads connected to the low voltage windings - that means there are three low voltage windings provided for each phase. This is step-down transformer - therefore on the low voltage side, users have access to three voltage outputs.
